Can a conditioned storage room located on a parking level be considered RSF

I am working on a building with Storage rooms in a below grade Parking Level. These rooms are intended to be used as storage for the time being. However they are fully finished and conditioned.
Can these rooms be Occupant area vs Occupant Storage? Or does the fact that they are in the Parking Level automatically make them Occupant Storage?

HI Veronica,

If the rooms are suitable to be Tenant Area according to the definition found in the standard, then they can be allocated as such. The fact that they are below grade is irrelevant.
