Base Building Circulation on floors without occupants

We are calculating areas using Method B on a building with a distributed core. The BOMA standard makes reference to a multi-occupant floor when determining the base building circulation (BBC). We have a couple of questions regarding BBC on floors that will never have tenants:
1) Does BBC exist in an undergroud parkade?
2) Does BBC exist for a mechanical penthouse floor? Access to portions of the penthouse are via external circulation. If BBC doesn't exist for this floor, would this external circulation then be consider a building service area?

Hi Christopher,

BBC does not exists on floors without occupants. Common Areas in the underground parkade and mechanical penthouse floor would be Service and Amenity Area under Method B.

Please note that BBC is also applied on single occupant floors.
