Unoccupied units & MUCA

Hi,
I am working on an office building that is new, and only a few units are being rented out. Do I assign MUCA to the unoccupied units or not? Since there is no tenant in the space, so they will not be using any service or common area? Also, it is a large empty space that will be further subdivided when future tenants come, so the current IGA would fluctuate, so would the MUCA...

It does not matter if Occupant Areas are occupied or not, they are calculated the same. Therefore, the IGA should not fluctuate and neither should the MUCA.
