Does Street Frontage apply to Building Common Area?

I have a building that has street frontage on all four sides. It has retail on most of the perimeter but is interrupted by a building lobby and a trash service / dock area that are both set back from the building line.

Should I measure to the building line or to the dominant portion of the enclosing walls?

**Should I measure to the building line or to the dominant portion of the enclosing walls, at the dock entrance and office lobby?

_Thanks!

Building Common Area should be measured to the dominant portion of the inside finished surface regardless of street frontage or not. Street frontage does not apply to Building Common Area as per page 22 of the standard.
