Measuring square footage of roof top mechanical units

We have a project where we are planning to use roof top box car mechanical units (fully enclosed units that protect the equipment from the weather. You can walk into them and maintain the equipment. They can be rather large 25'x25'x 12'). They will be sqecified under section 23 HVAC. Would these need to be counted towards your gross building square footage, or are they considered mechanical equipment under BOMA?

Mechanical roof equipment is included in the Exterior Gross Area.
