Is there a specific definition for Storage space? I am dealing with an office building that has a few spaces spaces which are fully finished with lay-in ceiling and lights, carpet and wall covering, and conditioned, but windowless. Could they be leased as office space?

Which measuring standard or methodology are you using?
Under the BOMA standards, the space would have to be suitable for occupancy. By your description it sounds like it would qualify as office space.
