I have a building with a basement (Building Service Area) accessible only through exterior steps adjacent to the building with a landing on each end of the stairs.

Would the landings be an egress corridor for the Building Service Area (basement) and the stairs shown as a typical Vertical Penetration?

Are the stairs fully enclosed? If so, the stairs and landings would be a vertical penetration. If not, they wouldn't be counted at all.
