1. Is roof condenser/colling tower enclosure (without roof, just with louvers on four sides) included in Preliminary Floor Area)?
2. Is area with transformer/generator outside of building line (adjacent) with no roof on it included in Preliminary Floor Area?
It seems that Section 6.1 point c) allows these area to be included in total rentable.

No, spaces without roofs would not be included in Preliminary Floor Area. Section 6.1 does make an exception for walls that have louvres on them (such as those found in typical mechanical penthouses), but not for spaces that don't have roofs.
