Dedicated Mech Room for Ground Floor Retail

We have 2 dedicated mechanical rooms within our parking levels for the ground floor retail of a 4 story office building. Retail typically wouldn't have a Load Factor, but categorizing these as BSA and having the office tenants pay for them within the overall Load Factor isn't right... How should these be categorized?

The advanced section of the 2017 BOMA Office Standard explains a feature known as Inter-Building Area, which is used to allocate certain areas, such as dedicated mechanical rooms, directly to those Occupants that benefit from them. This feature of the standard is perfect in situation as it would prevent those areas from being proportionately allocated to an entire floor (Floor Service Area) or to the entire building (Building Service Area).
