Can a roof top mechanical units that come enclosed with a door be considered Building Service Area?

There is no Building Service Area under the Gross Areas of a Building standard. Under the BOMA 2010 A Office Standard, the answer is yes, if fully enclosed.

No. Roof areas are excluded from BOMA 2009 Gross Areas of a Building
