Can a roof top mechanical units that come enclosed with a door be considered Building Service Area?

There is no Building Service Area under the Gross Areas of a Building standard. Under the BOMA 2010 A Office Standard, the answer is yes, if fully enclosed.
Can I count the sf of the enclosed unit as part of the building sf?
