Exterior Door Set-backs

In BOMA 2010 Method B, P. 40, the illustration shows an Exterior door set-back!
We have a similar situation where there is an egress door and stairs going out into an area that isn't a set-back but is more of an alcove! However, it is covered by the upper floor building line. Should this external area be inside the Interior Gross Area?

It sounds like the setback you describe should be within the IGA. If you could provide me with a plan to see, I will be able to give you a more definitive answer.
