External Circulation

I have a multi-story office building with some Ground Floor tenants having exterior only access (retail tenants), and other Ground Floor tenants having exterior and interior access. Is it appropriate to have external circulation only at the tenants with exterior only access. Or do I even need external circulation?

Yes you may use External Circulation for only the occupants with exterior access.
